1. According to Article 23 of the Constitution, laws are enacted in Sinhala and Tamil, while they are published in the English language only as a translation.
2. According to Articles 79, 80, and 83 of the Constitution, Parliament passes bills only in the Sinhala and Tamil languages, and the Speaker endorses the certificate only for Acts in the Sinhala and Tamil languages.
3. Parliament does not pass bills in the English language, and the Speaker does not endorse the certificate for translated Acts or bills in the English language.
4. While it is clearly stated so in the Constitution, the fact that the Speaker's certification is fraudulently indicated as received for English Acts is confirmed with documentary evidence by the note on the cover page of English-language Acts downloaded from the Government Printing Department website, which states that the Speaker has certified them.
5. Even though the receipt of the Speaker's certification can only be printed on Acts in the Sinhala and Tamil languages, by recording the Speaker's certification on Acts published as English translations and failing to state that it is a translation, the Government Printer and the Secretary to the Ministry of Mass Media have violated constitutional provisions and statutory duties, and are distributing false documents in English to the country and the international community while also misusing public property.
6. Attorney-at-Law Mr. Aruna Laksiri has already taken steps to lodge a complaint with the Colombo Fraud Investigation Bureau, requesting legal action regarding these errors committed by the Government Printer and the Secretary to the Ministry of Mass Media when publishing translated Acts in the English language.
7. The investigation conducted by the Colombo Fraud Investigation Bureau in this regard will reveal whether the English language operates above the law of Sri Lanka. Furthermore, since it is an investigation conducted by the police, the government's stance on whether the Government Printer and the Secretary to the Ministry of Mass Media are deceiving the country and the international community by fraudulently applying the Speaker's certification to Acts in the English language will also be disclosed.
